Most cities lack the resources… a helicopter with a basic gyroscopic camera
setup can cost well over $1 million, not including fuel, pilot, and
maintenance.

NYC is too compact… there’s nowhere for the pursuit suspect to go, and the
tall buildings limit visibility… same with San Francisco. Seattle has too
much cloud cover. I had a friend in Dallas who said they had pursuits, but
the police there were much more inclined to run the suspect off the road so
the chases were short.
