I noticed that going to http://search.twitter.com and searching for:
near:"Toronto"

Will show me tweets posted in Toronto. However, what if I'm a user
living in Toronto, but I'm visiting San Francisco at the time I posted
a tweet? That would make my tweet incorrectly show up as being written
in Toronto. Do you guys recognize this as a problem?

I know there is the geotagging API that encapsulates geo-corrdinates
if they are enabled -- but there is an extremely low uptake, so I
don't think it solves the problem. I think better would be if each
tweet was geo-tagged, with two scopes.. city and exact coordinate.
They'd respectively have different security requirements too.
