Are you still having this issue?
I just tried both:
http://twitter.com/blocks/blocking/ids.json
http://twitter.com/blocks/blocking/ids.xml
and they worked fine.

I am trying to execute the following API url:
http://twitter.com/blocks/blocking/ids.json
every time I hit this, I get : "Not Found".
I also tried with the xml format, I used users who should have blocked
ids.
Any idea is appreciated.
