When I ping the rate limit Twitter API to get my status:

The reset-time-in-seconds is 1259717740
How do I interpret that? I ping it again but this number doesn't seem
to change.

I believe it's the unix epoch, 1259717740 is/was Wed Dec 2 01:35:40 GMT
2009.
That's the time when your rate limit will reset.
