I've never tested it but I would guess the API will always return a truncated 140 character responses unless. The other issue sounds like either a bug with how the API saves 140http://twitter.com/help but you will have to wait for Alex to confirm it is not an API issue. On Fri, Dec 19, 2008 at 20:

Alex, this seems to have been resolved for me about 30 minutes ago. It still wasn't working when I first tried this morning, but at one point i refreshed the m.twitter.com page on my phone and it returned the page in HTML code. After that, the API limit was reset. I don't know if that's related
