The hovercards are trigger with class=tweet-url screen-name. Have the Chrome extension remove those classes and the hovercards stop. FWIW, twttr.HOVERCARD.disable() does exactly what you'd guess. It would be dead easy to wrap into a userscript or bookmarklet if that's what you want to do. I can understand the strategic need Twitter has to get value add services in place and some of them are very good, but they should be OPTIONS controllable in our profile so as to not antagonize those with wee computin' widgets.
