The "Twitter Search API" is really just a search engine for Tweets. Our user
search capabilities can be found in the standard Twitter REST API and you
can read about it here: http://dev.twitter.com/doc/get/users/search -- this
method requires authentication.

I tried running nslookup api.twitter.com and the host resolves and is up:
[foo ~]$ nslookup api.twitter.com
Server: xxx.xxx.xxx.xxx
Address: xxx.xxx.xxx.xxx

Non-authoritative answer:
Name: api.twitter.com
Address: 199.59.148.87
Name: api.twitter.com
Address: 199.59.148.88
Name: api.twitter.com
Address: 199.59.148.20
Name: api.twitter.com
Address: 199.59.148.30

Ping works, too.

Are you able to get an IP address for api.twitter.com from your server?
