Hi, It sounds like you are seeing the effects of our caches updating. This can sometimes happen but shouldn't be as apparent. Are you request xml, json or both when you are performing these checks.
I'm not familiar with the platform your application is working on but if the short caching propagation window is an issue for you I recommend looking at the Streaming API. The Streaming API will deliver the Tweet to you in the quickest time possible.
