Whitelisting is a privilege granted occasionally to applications that show merit and cannot otherwise reasonably operate within the basic limits we provide (350 requests per hour, per OAuth-authorized users). You can apply for whitelisting at http://twitter.com/help/request_whitelisting -- due to the volume of requests you may not get a reply if you're request has been denied.
