I did download the latest version from the wiki page.
It is ICS V8
I installed from DXe3InstallVclFmx.groupproj
Hope that helps you work out what is wrong!

Unfortunately it does not :(
I personally do not use the ZIP download but a SVN client.
With V8 and installed
