This may have nothing to do with your problem but I had some trouble with an 
ISP who would not accept outgoing emails unless the account had been read 
immediately beforehand. I think it was part of their security requirements.

It may be possible that all the non-ICS emailers that work do this "read" 
then "send", you may need to do a dummy read to the account before you send.
