With 'normal' applications it happens rarely for me, however when I use
an ICS package in the "Requires" section of another package it happens 
more frequently unless directive {$IMPLICITBUILD OFF} is set.
I won't consider this a bug in ICS but a Delphi issue.
  
Try to uncomment  this line at the bottom of OverbyteIcsDefs.inc
//{$DEFINE USE_SSL} { Uncommend this line to include SSL code }
That my help as well.

BTW: I never had to restart the IDE due to this behaviour over the past
years.

Well... I consider it as bug, but noticed that when you hit "Play" button 
instead of Project>Build, everything works fine... but when u go to 
Project>Build then it happens instantly and u have to rebuild whole ICS and 
restart Delphi...

Forgot to mention that a separate rebuild of the ICS package
was an option as well, if nothing else helps.

That happens sometimes, no big deal :) 
Have you tried "Rebuild all projects" instead of "Compile.."?
Also, it might help to set compiler directive {$IMPLICITBUILD OFF}
in ICS package DPR file which equals option "Explicit rebuild"  
in package project options.
