users assign SocksLevel if they ever miss that on the 
application level? 

I think the constructor is a good place to set the default
value from TWSocket, isn't it?

constructor THttpCli.Create(Aowner:TComponent);
begin
..
CreateSocket;
..
FSocksLevel := FCtrlSocket.SocksLevel;
..
