THttpCli can be used as the transport, but SOAP is not included in ICS. 
Have you already checked the User Made pages on the ICS website?
Search for SoapGoogleDemo.ZIP.

On the 'user made' page you can find ics_webinterface.zip, that makes
the HTTP server capable to use ISAPI and CGI. But I don't know how well
this component works. It's rather old code, so most likely needs at least
some changes to work with V6.
