Component wise there is no problem using strange ports, I use 2100 for testing stuff. But NAT routers may be less forgiving, they need to modify IP addresses in the control channel to forward packets and know which port to open for the data connection, and expect port 21. This is mainly a server issue, the client can use passive mode.
