anybody know the Extension or TS or way for the Front end user
Feature-Panel from which we can define custom menu options for front
end user?
e.g Print, Bookmark, Text-Resizer etc?

Either you insert the tracking code on every page and just distinguish
between the languages in Google Analytics, or - using Condiotions - you

you can use tt_news to create the news. But you need to use another
extension to send the mails. I personally prefare to use external services
to send newsletters as sending great number of Mail from your own server
