after the database is created but before tables are

Btw, collation does not cause the error you describe, it is character set
that makes the problem. Collation only affects sorting of results while
character set limits what characters can be stored.

e are plenty of
freelancers, who know how to do stuff. Doing that yourself will result in
really bad implementation if you need an extension for such thing. You will
have to pay but than you will get an appropriate result.
