[v4 12/24] bootmeth: Make BOOTMETH_EFILOADER depend on CMD_BOOTEFI

Today, the bootmeth for using the EFI loader via bootefi depends on
calling the bootefi command directly, so make this in turn depend on
CMD_BOOTEFI.
