We put a program in the UV.LOGIN paragraph which checks the number of
users logged on and if it's too many (we set a number a little lower
than the number of licenses we have), we give a message to try again
later. However, if the user logging in is our special user, we let
them login anyway.
With device licensing do you use a different SYSTEM field than you do
with non-device licensing.

I can't get this program to connect to our development account no matter
what I try! I consistently receive the message Could not change account to
'TRAIN' on server 'our.server.com', the account path does not exist, or you
do not have enough privileges to access the account path.

Sounds like the Header record has been updated with the Index Counter but
the X_Filename was never created.
Quick and easy way is to copy an existing X_Otherfile to X_Filename then use
DELETE.INDEX.
When I first started working at UniData I created a utility to zero out the
Index Counter
Create a new file.
Select and copy from old file.
Delete old data file.
Recreate data file.
Select and copy back in.

Actually - it turned out the issue was that the X_filename **existed** at
zero bytes!
We did the fileviw -p1 filename per Susan's note, and found the index said
0 -- but since the X_filename existed...
THAT was where the error was!!
We deleted the X_filename and all was well...
