I believe the tools included with Raining Data's Pick Data Provider for .NET
(PDP.NET) would provide you with what you want at a very reasonable cost..
Check with them.

common file-open subroutine allows standardized error handling too.
There may or may not be performance improvements using this method
(depends on your OS), but there's certainly an advantage to having the
file opening and file error handling standardized.

I forgot to mention - the FILEVAR will be considered to be ASSIGNED=TRUE
even if you've simply done a FILEVAR= somewhere in the program. The
key to this is never use the file handle variable name except for the
ASSIGNED or the various file-handling verbs.
