The number of phantoms that can be run is not limited by Universe.the system-wide limit on the number of processes is usually controlled by the nproc parameter on your Unix system. On RHEL4 a ulimit -a shows max user processes as 12287. /proc/sys/kernel/pid_max shows 32768 but I'm not sure
