This works for me.  I believe I tried to issue this on the command line,
but I had the syntax wrong.  
What Im doing is compiling the whole account (1000+ programs)  and it
becomes a pain to keep hitting 'any key' for the RETURN warnings. So,
this works fine doing BASIC BP * +$NO.RETURN.WARN.

I may be wrong but I seem to remember that if you hit N at any warning
no further hit any key will be prompted for.

K-mode verbs are unrelated.  K means keep Select List.  See Administering 
UniVerse, chapter 18 (at least for version 10).

I'm not aware of any global solution, apart from running sed or awk across your 
source code and replacing all RETURN statements with RETURN(0), or inserting 
$OPTIONS, where the file contains an external FUNCTION (but not for 
SUBROUTINES).

   Don't use GOSUB.
   Only program with GOTOs.
Problem solved.

If you insist on using GOSUBs instead of GOTOs, then what Ray said.
Don't specify it until after main routine is done and gosubs begin:

01:   FUNCTION ANTHONY( INARG1, INARG2 )
02:   GOSUB ABC
03:   GOSUB XYZ
04:   RETURN( OUTARG )--- warning is on (by default)
05: $OPTIONS NO.RETURN.WARN ;* internal subroutines from here on.
