UniAdmin, under "Network Services", "Telnet"
On "Parameters" tab, change the "Logon Banner" test box.
All users on the box get the same message.

Also UniAdmin, "Network Services", "Telnet", 
1) "Parameters" tab
   Under "User Policy", check "UV Account"
2) "Users" tab, "Add User"
   In "User Name" put login ID
   In "User Description" put user name (!)
   Click Domains "Add"
     In Domain box put your Windows Domain name
     In Account, put full path to the account you want them to log in to
