We cordially invite you to submit a paper to the upcoming 2015 8th 
International Congress on Image and Signal Processing (CISP 2015) and the 2015 
8th International Conference on BioMedical Engineering and Informatics (BMEI 
2015), to be held in Shenyang, China, 14-16 October 2015.
 
Shenyang, the largest city in Northeast China, has a celebrated history dating 
back to the Warring States of 476 BC. It is the birthplace of the Qing Dynasty 
(1644-1911) and has many cultural relics which symbolize the prosperity and 
subsequent decline of the last feudal dynasty in China. Shenyang has one of 
China's two best preserved imperial palace complexes, along with the famous 
Zhaoling Tomb and Fuling Tomb. Shenyang is also renowned for its mouth-watering 
local food.
 
As with past CISP-BMEI conferences, all papers in conference proceedings will 
be submitted to both EI Compendex and ISTP, as well as IEEE Xplore. 
Substantially extended versions of best papers will be considered for 
publication in a CISP-BMEI special issue of a SCI-indexed journal.
 
CISP-BMEI 2015 is a premier international forum for scientists and researchers 
to present the state of the art of multimedia, signal processing, biomedical 
engineering and informatics. The registration fee of US*D420 includes 
proceedings, lunches, dinners, banquet, coffee breaks, and all technical 
sessions. 
 
To promote international participation of researchers from outside the 
country/region where the conference is held (i.e., China’s mainland), 
researchers outside of China’s mainland are encouraged to propose invited 
sessions. The first author of each paper in an invited session must not be 
affiliated with an organization in China’s mainland. All papers in the invited 
sessions can be marked as Invited Paper. The organizer(s) for each invited 
session with at least 6 registered papers will jointly enjoy an honorarium of 
US*D 400. Invited session organizers will solicit submissions, conduct reviews 
and recommend accept/reject decisions on the submitted papers. Invited session 
organizers will be able to set their own submission and review schedules, as 
long as a list of recommended papers is determined by 18 August 2015. Each 
invited session proposal should include: (1) the name, bio, and contact 
information of each organizer of the invited session; (2) the title and a short

ISCC 2015, in its 20th  anniversary, will provide an insight into the unique
world stemming from the interaction between the fields of computers and
communications. ISCC 2015 will provide an international technical forum for
experts from industry and academia to exchange ideas and present results of
ongoing research in most state-of-the-art areas of computer and
communications. This year, special focus will be on the challenging issues
and opportunities related to the computing, sensing and communication in
the era of the Internet of Things, Cloud Computing and Big Data.

The ISSC 2015 workshops cover topics such as 5G, Internet of Things,
Software-Defined Networking, Big Data, Cloud Computing, M2M
communications or Smart Grid. The purpose of these workshops is to
provide a platform for presenting novel ideas in a less formal and possibly
more sharply focused way than at the conference itself. All papers included

*Overview*

Active learning has been a topic of significant research over the past
several decades with much attention devoted to both theoretical and
practical considerations. A variety of algorithms and sampling paradigms
have been proposed and studied, but roughly speaking, this line of research
focuses on how to make feedback driven decisions about data collection, and
how to leverage this power for efficient learning. Research in this area
stems from a range of communities including signal processing,
machine learning, statistics, and information theory, including both
theoreticians and practitioners. One aim of this workshop is to bring this
diverse collection of researchers together.

Despite attention from both theoreticians and practitioners, there remains
a glaring disconnect between the two lines of research, and the other aim
of this workshop is to find concrete directions toward bridging this
divide. Many of the algorithms with strong statistical guarantees either
make strong modeling assumptions or suffer from computational
inefficiencies while many algorithms achieving empirical successes are less
amenable to theoretical analysis. By bringing both theoreticians and
practitioners together, we hope to identify future research directions that
address this disconnect.

We are looking for *contributed talks/posters* on interactive learning
defined broadly, including but not limited to:

1. Robust interactive learning procedures.

2. Computationally efficient interactive learning algorithms.

3. Empirical success stories of interactive learning algorithms.

4. New interactive models (for eg: crowdsourcing).

5. Connections between active, online, reinforcement and other sequential
learning models.

We hope to make concrete progress toward bridging the gap between theory
and practice in active learning.

neurological diseases using multi-modal imaging techniques, combining
