I would do this on fringe clients with low signal so it would stabilize the
modulation. When the modulation jumps around the throughput was worse.

So it sounds like maybe different style pole or kind of tree it's made of
could make the difference if some are see the twisting and bending and
others don't. Or maybe the way it is cured and treated by the company that
is supplying them is the difference.
