Install it via apt-get... not sure what Synaptic does:
sudo apt-get install qgis-plugin-grass , which install properly.

from my archives:
build from source for breezy/whatever with
apt-get -b source libdvdcss
instead of just trying to install other folks binaries!
if the source won't build, try:
apt-get -b bu
The current plugin is built against grass 6.4.0.
