What happens if someone logs in and their chosen background picture
can't be found? If the answer is anything other than "it reverts to the
OS default (or "it uses a cached version, and if that's missing too, it
reverts to the OS default"), that's a bug that can be fixed. Once it's
fixed, you can change the OS default at will.
