On the server machine:
netstat -a -n --program | grep 2
shows nothing, so the port doesn't seem to be in use before launching
sshd.
I don't understand why sshd complains about:

Kelson, try this fix that I found:
Go to users groups: SystemAdministrationUsers and Groups
Click the Unlock button and enter password.
Select your default user
Click properties
On the User Priviledges tab
