I tried reproducing the bug using the Jaunty Alpha-2 live cd.
I can report a few interesting findings.
Startup (initial) configuration works fine. It properly detects both

Apparently you have the network proxy checked, please go to System
Preferences Network
It can be fixed quit easily by changing /usr/share/X11/xkb/symbols/ru
file. In the phonetics section a line
key AE11 {[ minus, underscore ]
};
need to be added and lines like
key LatQ {[ Cyrillic_ya, Cyrillic_YA ]
};
should be changed to

When I updated a few weeks ago from Hardy to intrepid, toggling video
output with Fn-f7 stopped working for me.
Only Fn-F7 is broken, other Fn combinations work fine.
