Gnome-power-manager 2.28.0 always reports "Laptop battery is fully charged"
when running on battery power. I expected to be able to see remaining battery
charge as a %.

I made the change described in Post # 5 ( I changed the value for RUN_SPEECHD
to yes) and my system hung on boot.
I don't know why but I was able via recovery mode to change the setting back to
"no" and then my system was able to boot.
I am using a DELL GX270 with UBUNTU 9.02.
