people simply close their laptop lid and put it in their laptop bag. If

It is no longer an issue in Natty.
Layouts are now updated in the menu, although they don't seem to match
the label shown (correctly) in the indicator. I think this was another
bug, so I'll search for it or report a new one.

There is no fix for that and there never will be because that is
intended and is hardware coded (as in; not in the software/driver).
Imagine if you are playing music very loud and you quickly need to mute?
