Ok, so I've taken a closer look at this.
mke2fs *does* zap the first 1k of the file system (by writing all
zeros). The only system where it doesn't do this is sparc, because
apparently that seriously screws up the bootloader. I don't remember
the details, only that the sparc folks were screaming

Title:
rtl8192cu module fails to connect to some access points
I tried the newer kernel and backports, but get the same result.
Pluging in the USB wifi adaptor results in the module being loaded, but
it does not connect to any access point. Manually selecting the access
point results in an apparent connection, but it does not really connect
to the Internet.
I feel like it's a pretty straight forward thing to test. Either gdb has
sensible output or it doesn't for this patch. :) That said, I was hoping to
see the Maverick SRU finished first so that the even more invasive Lucid
patch would then have the Maverick SRU to stand on for supporting evidence
