Strange, I didn't find it in 40-usb_modeswitch.rules. I only found in
the 77-mm-zte-port-types.rules, which was not enough, for me, for nm
detect it as a wwan modem. See:
/lib/udev/rules.d # grep 0031 *
69-xserver-xorg-input-wacom.rules:ATTRS{idVendor}=="056a",
ATTRS{idProduct}=="00

thanks for the bug report. this bug is already fixed in unity
4.24.0-0ubuntu2b1 you need to run update manager and update your system
to get it fixed.
