The pci device is present with every restart of the client, including

I'm using Dell XPS15z laptop with kubuntu 12.10 beta 1 and kernel
3.5.0-13 amd64 (additional kernel flags: acpi=noirq). The problem is
that ubuntu with this kernel boots up in a black screen: it looks like
monitor gots powered off.

I installed the catalyst 12.9 drivers, and everything seemed to work
fine with doing a download from amd's site, doing a dpkg install of the
three .deb files that were created.
After a reboot, the initial login screen seems right I then logged in,
and got nothing but a blank

Yes, I noticed that. I would say there was, indeed, a raid install:
this machine comes with a small (39G SSD); one of the original
partitions on the SATA was around 39G, and IIRC, it had what looked like
a Windows install (see below for a dmesg fragment from now).
So, I am guessing Dell raided
Originally I reported Bug #1051486 and it was marked as duplicate for
this one. As of todays updates I have none of those issues anymore.
Note, I'm using xorg edgers ppa.
