In my opinion this is a bug in ucf (or in debconf). rlinetd's version of
update-inetd doesn't pass --debcon-ok to ucf, because it cannot
guarantee that debconf hasn't been stopped before. See also

Public bug reported:
After running the 'stopwatch' feature of gnome-clocks for awhile
(=50m), my system becomes extremely slow unresponsive. The behavior
seems indicative of thrashing/swapping, although performance slows to
such a crawl that I can't open the 'Resources' tab of the system monitor
Stephen: It's not really ideal, but I can try shunting it around to
increase the likelihood of a 60-day time out happening. I'd welcome any
more-ideal solutions/suggestions if somebody can make them. I have a
feeling that Launchpad used to have a null project for shunting
miscellaneous items
This bug does not affects rlinetd any longer. rlientd 0.8.2-2 fixes
#1057663 which is a duplicate of rlinetd's part of this report.

Public bug reported:
No idea, what the failures of a correct installation / deinstallation
were due to. After having failed to install and to configure all
relevant typo3-database packages by the help of the synaptic pakage
manager resp. debconf, I gave up and tried to uninstall them completely,
