Sometimes putting a system on a carpet or other soft surface will block
the ventilation openings. That could cause the system to overheat and
panic.
Can you attach your /var/log/syslog file to the bug. I can then review
it to see if there is an overheating issue.

I'm getting the same error in raring.
I don't think that it's a permission issue, it rather looks like a variable
expansion problem ( it says "/home/username/.config", not
"/home/$username/.config" or something like that).
