I'm assuming that I'm suffering from the same symptom. Packages from
comment #73 fixed it after I manually resetted NetworkManager with
nmcli.
I think that the comment #16 is mentioning the root cause of all this.
Possibly related bug:
In addition, this was filed against a version of Ubuntu now out of date,
and the sound settings were rewritten between 11.10 - 12.04. Please
reopen this bug if this is still a problem in the latest version of
Ubuntu. Thanks!

It is so funny that it has been got importance of Medium!!
Is there any more annoying bug in 13.10 than this one?? You have to restart
