I see the same issue after upgrading (yes, just recently, I'm a slacker)
to 13.10 from 13.04, on evince and nautilus. I too am running XFCE.
(Specifically 4.10)
Hovering over those applications and using the scroll wheel still raises
them, just as if I'd clicked on them, but does not scroll them.
Following along the same logic, I id the same for
ubuntu-x-swat/x-updates, which actually DID have some packages installed
already. Same result, though.
Is the best thing to just keep going through PPAs and purging them? I
don't have too many, but some of them shouldn't conflict with official

im using variety program to render clock, date etc. onto my wallpaper and
then variety change wallpaper every minute - so i have live clock on it

Please clear the session cache (Settings Manager > Session and Startup >
Session) and make sure that the startup launcher for Chromium is
deactivated. Does Chromium still launch automatically after clearing the
cache and restarting the session?

The different is the input# of the webcam. The same behaviours can be
duplicated by removing the uvcvideo module and insert again.
This can be the result of the hardware itself. I am suspecting it can be
the power-on time of the webcam. Since it is a USB device this has no
harm at all
