1) Download and extract the arch package

Me too affected by this same problem while upgrading Intel Graphics
Drivers Utility [See attachment].
But this sorted out my issue [it seems] - sudo dpkg -i .deb

I also just tested with a fresh install of 13.10 to rule out a)
