There is at least a unity8 branch that did not get released yet:
lp:~mterry/unity8/greeter-profiles, not sure why the status was Fix
Released for it.

On Ubuntu 14.04 LTS the initially empty menu now shows but is not filled
dynamically as long as it's global, if I move the menu to the window
itself (starting the program with env UBUNTU_MENUPROXY=) then everything
works as it should. Thus, the bug has changed in character though a
problem still
This is potentially non trivial to fix (the proper fix would probably
involve changes to API which we cannot afford at this point or involve
all layers of the stack). I need to dig into it to understand better
what it takes to fix or workaround this.
