I'm not perfectly sure when this regression occurred. I know that
3.14.2-0ubuntu4 did not have the issue, and that 3.16.2-1ubuntu1 does.

You can disable the changing of file ownership for all vms on the host
by setting
dynamic_ownership = 0
in the file /etc/libvirt/qemu.conf
I do believe that when done with the file, libvirt should always re-set
the original owner/perms. However that has been marked as a todo item
in the source

Building now, in an hour or so you should be able to install and using
scribus 1.5.0 from the scribus ppa installing the package scribus-ng.
As you noted, files saved with 1.5.x can't be opened with 1.4.x, pay
attention.
