Some thoughts:
The check is performed once a min.
5% of the available space is around 300MB (with an 8GB disk we get around 6GB
for the user)
With file transfer over the usb we can fill that space in seconds.
When successful it only provides a notification and not a persistent

I'm running F.25 and can confirm I had the same sound problem with
kernel 4.2, I just decided to give kernel 4.3-rc7 and sound works again
for me.
