Hi Chris, I have read the bisect info link and I am sorry to say it is
well beyond my capability. For a start I have never built a kernel
before and have only ever used git clone in order to download and browse
through small source projects off-line.
Having said that it cannot be very time consum
I'm attaching a debdiff which outlines the changes necessary to ship a
rules.d file. It uses proper numbering in the name, is installed in the
right place, and has the right rule. I've tested the package with this
change applied. It also has a comment explaining what it does and why
it's necessary.

for videos such that they can be opened directly rather than having to
go through gallery. Note that the video will be imported into ~/Videos,

Looks like the problem is that sudo can't resolve the hostname "ubuntu".
This may be due to your apparent use of netboot instead of the normal
local media.
