Correct, sda3 is an encrypted partition containing an LVM PV. Within
that PV are three logical volumes, corresponding to /, /home, and a swap
partition.
I do not recall if I configured this using the Ubuntu installer (if I
did, it was probably 15.04 ) or by hand. I suspect it was the Ubuntu
Status changed to 'Confirmed' because the bug affects multiple users.

I think you are right Phillip, I think that it has something to do with
the kernal that shipped with 16.04. I was able to fix the problem with
doing a full upgrade, using the command sudo apt-get upgrade and that
seemed to add a few fixes and one of them being the ability for the wifi
to start.

Confirmed on Lenovo Flex 3-1120 using Ubuntu 16.04 wit Unity. Doing
'killall nm-applet,' then restarting nm-applet via Alt+F2 restores the
functionality.

I am struggling with the same issue. This page gives some information on
