Here is another bug I found with the exact same regression:
https://bugs.launchpad.net/ubuntu/+source/samba/+bug/1578576
In the syslog:
May 5 17:48:14 hostname winbindd[798]: Failed to issue the StartTLS
instruction: Connect error
May 5 17:48:14 hostname kernel: [ 155.558023]
Looking deeper, I noticed that the "default" theme directory is actually
a link to "webkit", so there is only one theme installed, and one file
("/usr/share/lightdm-webkit/themes/webkit/index.html") to look at.

After installing that kernel i'm able to hotplug and device is present in

So it looks as though I'm able to reproduce this by
1. Connecting to wifi access point
2. Suspend
3. Move out of range, but in range of another saved access point.
4. Resume.
My computer automatically connected to the new access point, but does
not show any information to that effect.

Public bug reported:
I am running Ubuntu 16.04, with the python3-pip package installed,
version 8.1.1-2.
We have a local PyPI server setup to serve python modules not available on the
official PyPI server. I've added the local server using the extra-index-url
option to my pip.conf file.
The update from the proposed repository fixes the problem for me.
