Hope it helps. Could it be that system monitor is not able to detect a
process that is consuming RAM? Perhaps the process is not showing up in
system monitor but is actually consuming a lot of RAM? Like the kernel,
or systemd or something low level like that?

I installed ubuntu 16.04 along with windows 10pro. After the first boot up,
grub menu was perfectly recognising windows as well as ubuntu. but the next day
when i boot up, my system directly booted into windows without showing the grub
menu. So i thought of reinstalling

ATI don't support this video card only open-source drivers.
P.S. in Ubuntu 15.10 x64 with open-source driver Sweethome 3d works OK.

I have a little more information which I hope can help to pin down the
source of this problem.
I turned off 'repeat keys' in the keyboard settings, so that no key
repeats when pressed down. This is a nuisance for arrow keys, but is an
improvement.
I now get single 5's rather than repeated
Same problem with Logetech K520 with spontaneous 5's. Fresh install of
Ubuntu 16.04 LTS.

I have the same issue and I have tried to add info about my system,
following the instructions in help.ubuntu.com/community/ReportingBugs to
gather information about my system and the firefox package. This did not
work as it should. I then did:
apport-cli -f -p firefox --save bug.apport
followed
While in new installation of 16.04, I did what Joseph suggested, installed
upstream 4.6.
Computer shuts down. I will do some more testing and please advice me how to
handle in the bug report

One final correction: after re-reading the previous posts, on 2-8-2016
the package qmail-run was cited, and in my post the package dconf-tools
should have been qmail-run. To be clear, dconf-tools does not depend on
runit and should not have been used as an example but qmail-run does
depend on
