Is there some way to force media-hub to get stuck in this way? Or even
better, perhaps write a test application that observes telepathy and
deliberately fails to confirm. Then I could check that the results are

I'm hitting the same bug. I plodded a little bit further down the road
by running
jim@krebstar:/tmp$ sudo debootstrap --arch amd64 --make-
tarball=/tmp/wtf.tar xenial /tmp/whatever
http://archive.ubuntu.com/ubuntu
and then sticking --debootstrap-tarball=/tmp/wtf.tar
in my setup script. Now it
latest kernel seems to have solved this issue for me. No longer have a
splash screen:
