this would be deemed a high priority bug for upstream libvirt, but
Ubuntu has always, back to 2010, supported lxc, then lxd, instead of
libvirt-lxc. (So it's not that libvirt-lxc is deprecated, rather it was

And this is a perfect example why Ubuntu is a piece of garbage. Someone
reports a serious issue with Ubuntu, but the whole bug gets dismissed,
because the reports are in a "wrong" format.

Hi Narasimham!
I've tried to reproduce the issue with the two most recent kernels available
for ubuntu 1704, and it seems fixed.
I didn't spend time looking for which patch fixed it. I guess it was fixed at
Linux

When cloud-init configures networking, it uses `ifup`. However, after
cloud-init is done, networking.service runs and attempts an `ifup -a
--read-environment` it fails since the devices are already configured
with a "RTNETLINK answers: File exists" (return code of 1).
