it seems like multiple features documented in the Ubuntu Manpages for
systemd.network are not functioning. Below are some error messages

up yet. If you restart the tftp service does it come up?

Did you manually change /var/log from 775 to 755? In a fresh cloud image
(lxd), I see /var/log has 775 permissions:
