The good news is that this does enable the thing to work after resume
from suspend.

it again, installing as you suggested rather than using the 17.04

Hi, as a developer, this bug seems likely to me. The two things causing
this are
1. "octave --no-window-system" initializes the ~/.config/octave
directory even though the GUI is not starting,
2. Ubuntu's sudo defaults do not set the HOME directory, so root creates
files in /home/user/.config

was unable to reproduce this bug. The indicator seemed to work normally.

type and get commands to go through, but the display is garbled spacing.
I can call nano /etc/fstab and get my fstab file without issue.
Everything is properly spaced and I can type without issue.

The underlying question is: Are the packages you are trying to hold
installed? If not, dpkg will accept the hold at first and record it (so
apt will report it on showhold again), but as soon as the
tests ran: 14, failed: 2;
